If you ran np-install to install everything, then you shouldn't need
to run np-setup as it did this for you.

If you didn't run np-install, then you didn't create the 'sqluser'
user in your postgres database...  np-install would have asked you
what you wanted to name your user and would have both created this
user for you, as well as run np-setup with the correct arguments.

you can actually go back and make np-install re-set your database
using *ONLY* the following checkboxes on the second page:

       Pick a database user name and password
       Set up the postgres database for Net-Policy
       Create the Net-Policy specific database structures

If you turn off everything else, you can completely reset the postgres
database and start fresh.  Assuming you have no other important data
in your database, I do recommend you check the option on the postgres
setup screen that asks if you want to complete erase the old database.
