service net-policy start

Hi, i'am emailing this time, because I notice the command "servoce
net-policy start" is not working for me i have to run the deamos with the
old way:

np-datad ...
np-distd ...

I'am using RH9 and lates CVS, do you have any idea why that command is not
working for me
