Yeah, we actually ran into that one just 2 days ago.  So the good news
is that we've figured it out.

Specifically, make sure this:

perl -l -MCGI -e 'print $CGI::VERSION'
2.89

Actually reports a different version number (like 2.99 specifically).
This is your problem.  You probably updated the CPAN module sometime
in the process of building the perl modules and it installed a new
copy of the CGI module which made a change that broke things.  By
reinstalling your perl-CGI rpm from the RH9 disk 2, it should be fixed
(and we'll work on fixing our stuff for the new and broken version of
the CGI module itself):

rpm -U --force RedHat/RPMS/perl-CGI-2.81-88.i386.rpm
