net-policy 1.0.1 release and RPMs available

Net-Policy 1.0.1 has been published on the download site and RPMs have
been made available as well (and I'd love it if people would try them
out).  Actually, the rpm for the management system is from the main
line CVS on a given date and is not a real release, but it should work
all the same.

The RPMS for cerberus are for RH 9 with the latest-and-greatest
patches (specifically, the latest updated kernel).
