problem with net-policy

Hi wes, I installed the net-policy rpm and i'am receiving this problem:
after I configure the first examle you add in tutorial I run:

np-datad -u root -p administrador -d -i

I received message "no rows to process", strange, because I made the
configurations in the web console. After this I ran service net-policy
status and I notice the np-distd deamon is not properly working, it says
np-distd inactive but subsistem blocked, strange again because before it was
running with no problem. I'am using:

net-snmp -3 rpm
opensnmp latest cvs
net-policy rpm

How can I fix this?
