1) First, "pfctl -d" to eliminate that in case you forgot "pass quick on 
lo0 all" in pf.conf(5)

2) Second, "$ netstat -tan | egrep "16[1,2]"

and verify:

udp4       0      0  *.162                  *.*
udp4       0      0  *.161                  *.*

3) Run "snmpd -D -d -f" and try again.  See if the verbose debug logs 
reveal anything.

4) Watch /var/log/snmp*
