It doesn't.

The definition of a warmStart trap is that the agent should
generate this when it restarts and "its configuration is unaltered."

The Net-SNMP agent cannot tell whether the configuration has
altered or not, so it plays safe and issues a 'coldStart'
(or nsNotifyRestart) trap instead.
