Because it's a convenient way of controlling the daemon.
Automatic shutdown scripts can run something like

	kill -TERM `cat /path/to/pid/file`

rather than having to run "ps" and parse the output.

Nope - you can save this file wherever you like.  Just as long
as the snmptrapd process has permission to write there.
