We don't provide an interface aside from the cloning one that the usm
mib provides...  you can create "template" users to clone from,
though.

The MIBs do not provide a way to seed a password from scratch.
However, the diffie-helman mib support (which is in the newer 5.3)
might provide you enough of the tools you want (the snmpusm command
will support it as well).
