Yes.
If you look at the code (in snmplib/snmp_client.c), it boils down
to the following:

int
snmp_synch_response_cb(netsnmp_session * ss,
                       netsnmp_pdu *pdu,
                       netsnmp_pdu **response, snmp_callback pcb)
{
    snmp_send(ss, pdu);
    while (state->waiting) {
        snmp_select_info(&numfds, &fdset, tvp, &block);
        select(numfds, &fdset, 0, 0, tvp);
        snmp_read(&fdset);
    }
}

(where the callback routine 'snmp_synch_input' clears the waiting flag).
