snmptrapd passes notifications to the trap handlers
in SNMPv2 format, regardless of the version actually
received.   So a linkUp trap will appear with a
snmpTrapOID.0 varbind of IF-MIB::linkUp  rather
than the SNMPv1 (2,0) pair.
