Without knowing what hardware you're referring to (and what software it runs), it's impossible to answer that question. In general, I'd expect any box with a dedicated SNMP agent to be more likely to work with "live" information. While a more general SNMP agent (such as Net-SNMP) is more likely to load and cache the data for improved performance/stability. But that's a gross overgeneralisation, and it's quite feasible for dedicated boxes to cache, or general agents to work with live info.
