No - it's more likely that the agent software running on the hardware that you're querying is only sampling the data at 1s intervals. Or possibly (though perhaps less liklely) that the lower-level statistics-gathering API only runs at this rate. You'd really need to speak to the people that supplied the boxes concerned.
