So it looks as if you *don't* have the IBM C compiler installed, but try
to build net-snmp against a perl package that *has* been compiled with
the IBM C compiler. This won't work, unfortunately. So either:

a) buy/install/use the IBM C compiler
b) install a gcc-compiled perl package instead
c) configure --without-perl-modules
