As far as compiling the software is concerned, I'd have thought something like

    configure --disable-embedded-perl --without-perl-modules

should do the trick.
The command

    net-snmp-config  --agent-libs
and
    net-snmp-config  --cflags

will list the libraries and compilation flags you need to use.
