The first thing to realise is that (in general) the agent doesn't actually actively monitor anything. So if it doesn't receive any requests, then it won't do anything. It's only when a request arrives that things spring into action. If the incoming request is within the defined view, then the agent will report the appropriate value(s). If it's outside this view, then the agent will return an error - typically without needing to query the lower-level MIB handlers.
