Please see the FAQ entry:
    I cannot set any variables in the MIB.

In particular the second suggested reason:

  "  Of those that can in principle be changed, not all have
    been implemented as such in this agent."

That's certainly the reason why youy can't set the at* objects.
I'm slightly out of touch of the current status of the ifTable,
but it wouldn't surprise me if the same held true there too.
