The "monitor" directive will attempt to trigger suitable notifications. But it doesn't determine the *verions* of the notification that's sent (or the admin settings). If you want to send SNMPv3 notifications, then you need to use a "trapsess" directive, instead of the "trap2sink" (or "trapsink") entry.
