Trap to detect intial power up

I'm looking for a way to detect when a device running Net-SNMP powers on
for the very first time and gets to a running state.  I'd very much
prefer to not poll or ping.  It seems like the Cold Start trap would
work but out of the box the device isn't configured with any trap
managers so I don't think it'll send a Cold Start trap.

One thought I had was to include a trap manager in the default
configuration so that the switch will send a trap on the very first
power up but that seems kind of unfriendly for users who don't want
traps.  Is there something else I can use to detect startup?
