In my C:\usr\etc\snmp\snmp.conf I have "dumppacket yes" set in order to get that debug output. Did you add "-d" but didn't tell us? I'm surprised there isn't a response, then, though. The outgoing packet looks like an engine ID probe. Please add "-d" and post the *full* output.
