	Then correct your subject line.  I graduated from Perl a decade ago, so I don't have this on my system to check against, and the 'net manpage I found wasn't too helpful.

	The point you're missing is that this is not a downgrade in cpanp's view - it's looking at an unknown quantity (your private build) and offering the latest known good, which is (again in its view) a good thing.  Your build is not "known good" to cpanp, because it has not been through the cpanp (Or CPAN, is it?) qualification process, and therefore gets ignored.

	Now you view things differently, and think that the built module is superior to the module that cpanp has to offer.  You are well entitled to this opinion, and, for your own purposes, are probably correct.

	So I fail to see the problem here.
