Depending on the particular version you are using (and the underlying O/S), the Net-SNMP agent *does* try to detect the interface speed. Certainly the IF-MIB re-write does, which has been available on selected systems since 5.2.x (though not always active by default). Even with the earlier implementation, there's code for trying to detect the interface speed on a variety of systems. The agent only falls back on reporting a hardcoded speed where this detection fails.
