But "includedir" and "libdir" aren't concerned with *your* header files and libraries. They are the intended locations for the Net-SNMP header files and libraries. These can only be installed in one place, so it doesn't make sense to list multiple values. It feels as if you are trying to use these flags in an invalid way. I note that Thomas has suggested an approach that should work somewhat better.
