It might also be able to query the notification log tables to pick up on traps that were never received (for whatever reason). In terms of the "reliable dispatch" that you originally described, no - the NMS system would not be involved at all (other than as the destination of these traps). Any spooling and re-sending of failed notifications would have to be handled by the individual boxes themselves. There isn't a standard mechanism for handling this (other than the normal "retry N times" for INFORM notifications), so it's something you would have to develop yourself.
