Yes.

The conditions for using the Net-SNMP suite are layed out in the
file 'COPYING' (in the source tree), which is essentially the same
as the web page you mention.

Net-SNMP is basically distributed under a BSD-style open source
license.  See http://en.wikipedia.org/wiki/BSD_license for a summary
of this style of license.

Note that no advice provided on this list has any legal standing or
guarantee. I am not a lawyer, and have no legal training whatsoever
(nor any wish to do so!).   If you are in any doubt, we suggest you
consult your lawyers.

The simplest thing is probably to include the Net-SNMP COPYING
file with any source distributions, and add it to the manual or
other documentation of a binary distribution (say as an appendix).

And of course, if you're including any Net-SNMP code files in
your build, then you should leave any copyright notices that
are in those files
   But that's just my lay opinion, and has no real standing
I am not a lawyer, and you should consult your lawyers about
anything you are unsure of.
