Just as a quick additional use case / requirement...

For various scenarios built around, say, RPM; it's very convenient to
have, say, Red Hat's net-snmp package ship with a default
configuration file that #includes everything in a given directory so
you can drop local configuration changes in there (using whatever tool
you've deployed for that sort of task) without having to touch the
RPM-managed file. cf. eg. the way Apache is set up. If I'm going to
deploy a new / additional net-snmp config to a couple of hundred
machines, it's much easier and less error prone to just drop a file in
a given directory than to use various methods to modify a monolithic
file or generate one based on whatever source files.

The key point being that having "#include /specific/file.conf" helps,
but we'd also want "#include /some/dir/*.conf" (well, probably include
all in the dir, without giving a shell glob in the config file).
