I suspect the packet just isn't big enough. It appears that you are trying to get an entire USM row in a single get request. Given that the maximum request length over a typical ethernet segment is ~1400 bytes or so, I would certainly not expect it to fit - remember that SNMP runs over UDP and requests and responses are constrained to fit in a single packet. You'll need to either break the request into multiple parts, or use a get-bulk or walk to retrieve the data.
