The idea of the Community MIB is to link community-based versions of SNMP (i.e. v1 & v2c) in with the Access Control model, used by most modern SNMP agents. However, note that the Net-SNMP agent does *not* implement the Community MIB, and community-based Access Control must be configured via snmpd.conf. It is not possible to set this up via SNMP SET requests.
