My immediate guess would be permissions on the mail queue.
It looks suspiciously as if the SNMP agent can't view this infomation.

A related cause (with similar effects) might be SELinux restrictions.
Are you running with SELinux enabled (and enforcing)?
What happens if you turn this off (or at least mark it as permissive)?
