What happens if you try with just

      ./configure  --prefix=/home/symbol/net-snmp-5.5/sanjay
or
       ./configure  --prefix=/home/symbol/net-snmp-5.5/sanjay  --with-openssl

?

The summary at the end of the configure run should indicate whether it has
found the OpenSSL support or not.
   If not, can you post a copy of the 'config.log' file
