No - that typically won't help.
Part of setting up the SNMPv3 users (on *both* sides of the connection)
is to specify the authentication and encryption passwords to be used.
Without this information, the trap receiver cannot even parse the incoming
packets.   They will be discarded long before snmptrapd gets as far as
deciding whether to authorise accepting the trap or not.
