retry interval question

I have something interesting happening to the retry intevals for
services that needs some
explanation. I dont know if someone else has run accross this issue
before.
here is my problem,
a service set for 10,5,1  goes to a non-ok state, based on the service
it should retry 10 times with a
1 minute interval. and then warn with a HARD non-ok and send out
appropriate notifications.

here is my delima
the service goes to warning, it rechecks, but instead of the retry
executing the next minute, it takes 4 minutes
this happens 10 times, so instead of 15 minutes from the service's
initial problem im 40 minutes into a problem
before it get notified.
I truely believe it to be something with the configuration of
netsaint.cfg  and a parameter with-in here that
is making it do this.
here is my question.
what parameters can be set to ensure that the scheduling of a check
happens at the desired time it should
in my case, 1 minute before retry?
ill be happy to share any piece of the puzzle if needed. just tell me
what you wanna look at.

here is some more detail
looking back at the logs for other instances where this occurs.  we have
noticed several instances regardless
of what check, in which the time retry interval does not coincide with
the requested time interval set up by the check

so if someone can shed some light on this subject..
other than MAX_concurent checks (this is set to 1200 which is 500 more
checks than the total we
are running on this box)
time_interval=60 (this is the default)
all the options are set to "s" when dealing with the intervals and
delays(where appropriate)

let me know what you need to help me further with this. Ill be happy to
supply it ..

the check runs without hesitation when executing on the command line,
and can be run multiple times without issue.

If i can provide any more information let me know...
But hopefully someone has seen this type of behavior and can divulge
what i should check or
do to improve this ..
also when i say 10,5, and 1, i mean 10 retries , 5 minutes normal
interval and 1 minute retry interval
