This seems fine. I think you need to check on the
hostgroup configs.

Eg:
X is a host on your n/w. Y is the hostgroup defined.
Then,
please check that X has been associated with Y and
that,
Y has been associated with the contactgroup
"netsaint". (Please note that, a contact and contact
group can have the same name, it works!)
where,
contact "netsaint" is defined as 
> contact[netsaint]=Site
