Having a world-writable /tmp is the default setup for most (all?) *NIX
machines (with the "sticky bit" set for some measure of security).

No, Nagios is not writing to this directory.  It is "mail".  "mail" appears
to be hardcoded to use /tmp according to the man page, so you may not be
able to easily change this.

My /tmp is mode 1777.  You'll probably run into other problems with other
applications if this is not the case in your setup.  You should consult the
documentation for your particular O/S to determine what the proper
permissions should be for that directory.
