The problem is in SP2. I have not tracked down the exact setting but it's there someplace.   I loaded SP2 on my laptop and
said "no" to every option for firewalls, etc., and it everything was fine... Passive mode worked.  (Then i uninstalled SP2).
So the setting must have to do with a microsoft "security" <insert laughter here> configuration.

No, the problem exists with Firefox too.

Captive and Passive provide the same basic functionality.  For Captive mode to work the Authserver must be able to see the
gateway.  Passive mode should be used when the gateway is on a lan - not visible from the Authserver.
