Bandwidth Throttling?

Hello, I have just started playing w/NoCat and so far it looks pretty neat :) I have a gateway and auth server set up for testing, and things seem to be working good now. I can login, get authenticated, and then I'm granted access so that all looks to be working good. Now I'm wondering about the bandwidth throttling capabilities of NoCat. The customer that I'm preparing this for wants to be able to limit the bandwidth consumption based on which user is logged in so that a single user can't steal all their bandwidth. In the INSTALL file that comes with NoCat, bandwidth throttling is mentioned, but I haven't found much else that tells me how to configure it.. I've got the "tc" tool installed as was specified in the INSTALL doc, now I just need to know how to set bandwidth throttling rules. Where is that configured in NoCat...? thx! k
