There could be a variety of very good reasons for removing a TLD zone, be it temporary or permanent removal. What if it's a peering zone and the peer does something that violates our principles? What if the zone is unused or no longer relevant for whatever reason, and noone wishes to serve an empty zone anymore (and the infrastructure that would come with it)? What if there are other issues or whatever?
