I think that's a really bad idea, people should be allowed to communicate in whatever language they want. It's just the proposals and votes that should be in English, and when I come up with the proposal for this, the text would be limited to proposals and votes. Spilling over into your "yea/nay for the whole package only" proposal thread, perhaps looking at a situation like this (English for proposals,votes,discussions) can encourage the same line-item yea/nay which successfully standardized our voting and discussion policies? For example, the ongoing vote on invalidating the previous contested vote originally included Jonah's not-so-popular rushed-in addon. This is too often how US Congress works (think how REAL ID was unpopular until it passed as an addon to the Hurricane Katrina emergency funding bill).
