I would like to point out the irony in your statement when you say this:

...while we currently have an ongoing /vote/ to implement what is, 
essentially, a code of conduct for proposals, at least as far as 
criticizing OpenNIC members in proposal goes.

There is nothing wrong about having a set of rules or recommendations on 
how to write to the mailing list, how to behave and how to be nice to 
others, even if it's not actually really enforced. It still helps give 
some moral code that should be common to all members.

What I don't like when is when it becomes official rules that have to be 
followed to the letter and when it makes some people police others 
(which is what the current vote is, IMO, doing).
