Again, this is probably a good idea, except for that stupid bit at the 
end of clause 2.

As long as it's said what options are valid (usually yes/no or 
for/against) then everything else, regardless of language, is an 
invalid/spoiled vote, and there's no need to have a specific note about 
them.

Therefore I vote "no".
