I see white papers and the letters I C O and I get sceptical, but it looks
interesting.

Do you know the model? some of those routers will have enough features to get
something going. I don't want to be involved in your network setup, but I can
assist your friend with the configuration if they need it.

Your NAS would work, however one thing I did last week was build a full
system out of old components, so I can give you a server.

AMD Athlon II x3 415e
24Gb RAM
128Gb SSD
2x 500GB HDD

You don't have to give me any access to it, but I'd also be happy to help you
set things up too.

For this project my recommendation would be running Proxmox and 2 Debian
virtual machines; one running Bind as per Opennic documents, and the other a
work in progress Unbound configuration that I started but had to shut down.

We don't need to interact financially, you'd have to book your own collect and
delivery.
