I've finished up moving us from Bugzilla to JIRA.  The old bugzilla
site is still available, but read-only.  To open new issues, or edit
existing ones, you will need to go to:

  http://issues.opennms.org:8280/

Your existing Bugzilla login should work, or if you do not have a
login, you should be able to create one.

If you have any problems accessing or using JIRA, please let me know.
