I've seen this recently with some nodes that are reporting different values for ifNumber.0 and we send a rescan event every 5 minutes for the bad boys (actually 45,000+ in the past 15 days on one system). I think both should be configurable per package and could be disabled/enabled as a parameter or an attribute. Not sure what the default behavior should be... probably what it has always been (at least for ifNumber change) that way we could move devices to packages that don't send this event.
