+1 and some thoughts

I like all the changes and I think this is an effort that could be  
placed into 1.6 pretty easily.  This isn't a major overhaul of notifd  
like we want for 1.8 and I am willing to test the crap out of it to  
get it in.

The only think I think you *may* have missed about filters is that the  
filtering also works by associating or disassociating services.  If a  
service is or is not associated with an interface related to the event  
then do/don't schedule the notification.
