NMS-20201: Make top menubar more responsive at narrow window widths
- Search: fluid width via clamp(12em, 28vw, 24em) instead of fixed 30em
min-width; results dropdown keeps its own 24em floor for readability
- Menubar: let the left column's min-width:auto protect the logo from
being painted over by the rigid center column
- Date: never word-wrap; below 1024px replace the two-line date text
with a calendar icon whose tooltip (and aria-label) carries the full
date/time
