NMS-4471: describe only what Alarmd and Provisiond reload; tighten About text !smoke
Alarmd's reload handler only reloads the Drools correlation context (the
northbounder manager matches daemon names by case-sensitive substring, so
"Alarmd" reaches no northbounder), and Provisiond's only rebuilds the
requisition import schedule. The list descriptions now say exactly that.
The About text takes the reviewer's shorter wording for the first two
paragraphs.
