  NMS-20100: follow the Notifications menu entry to the new page in MenuHeaderIT

The menu entry now lands on the Vue Notifications page, so the smoke test
waits for its page title instead of the legacy notification/index.jsp card
header. NotificationsPageIT still covers the legacy page, which remains
reachable by URL.
