Confirmed.. I loaded mine in the JAVA bin executable. Just installed, jicmp in C:\windows directory. All looked good during install except jrrd not found in pathes (possibly fine?). Able to log into web gui and manually add servers. Went over discovery settings and restarted. So no joy.
