I really have no idea, I've never seen this error before, and literally thousands have installed 1.8 and 1.9 and (presumably) haven't seen this issue. Is there anything unusual about your database? Is your OpenNMS database in a schema? (I don't recall this being the error, but I know there are reports of problems with using schemas and our liquibase setup.)
