Monitoring phone lines

Hey all,

I need to be able to test phone lines to see if they are working.
It would be nice to determine if they answer and if the automated
prompts are working.

Has anyone done this?
Any suggestions?

I know this is probably a bit vague. But so is my requirement at this
point...
